The Commission has a Chairman and two other members, appointed by the Governor acting on the advice of Cabinet. The current Commission reconvened in February 2026.

Miss Chivone Gerald

Barrister-at-law and Notary Public, founding Director of Gerald Global Law, and a 2021 Chevening Scholar.

Miss Chivone Gerald is a Barrister-at-law and Notary Public, and a distinguished 2021 Chevening Scholar. She is the founding Director of Gerald Global Law in Montserrat. Her academic and professional journey has equipped her with a rich knowledge and experience in corporate and commercial law, banking and finance, litigation, and general practice. She holds an LLM in Banking and Finance Law, complemented by professional qualifications and licences in mediation and company management.

As a young professional, she has made meaningful contributions across both the public and private sectors. She has served in various governance and regulatory roles, lending her knowledge and skills to disciplinary, advisory and regulatory bodies.

Her broad experience has cultivated a comprehensive understanding of public accountability, due process and institutional governance, which she brings to her role as Chairman of the Complaints Commission.

Mr. Glenn Francis

Educator, former Director of Education and Acting Permanent Secretary in the Ministry of Education.

Mr. Glenn Francis is a trained educator who has given decades of service to Montserrat’s education sector. Throughout his career he has contributed at both school and administrative levels, demonstrating commitment to the development of the island’s education system, students and resources.

Mr. Francis served as Principal of the Montserrat Secondary School from September 2004 to July 2006. He later served as Permanent Secretary (Acting) in the Ministry of Education from January 2014 to May 2018, and at the same time as Director of Education from September 2011 to May 2018, before retiring from the Public Service. After his formal departure he continued to give back, serving as a Commissioner on the Public Service Commission and on the Committee to review Montserrat’s Integrity Structures.

Mr. Francis went on to apply the knowledge and experience gained over his career as Executive Director of the Montserrat Red Cross, a role he held from 2018 to September 2024. During his tenure he provided leadership and strategic direction, spearheading community projects, disaster preparedness exercises and humanitarian initiatives. His professional background, leadership and understanding of community needs strengthened the organisation’s capacity to serve the people of Montserrat.

Mr. Leroy Greaves

Educator for 30 years, community advocate, and a leading voice in Montserrat cricket administration.

Mr. Leroy Greaves is one of Montserrat’s most dedicated advocates for community development, a lifelong supporter of Montserratian sport, and a respected educator whose influence spans more than three decades. His leadership in cricket administration and commentary has helped to preserve local sporting culture while inspiring young athletes to take pride in their heritage.

Professionally, he spent 30 years in education, teaching from primary school through to the Montserrat Community College, and later contributed to national development through the Government’s Project Implementation Unit, supported by his background in Construction Management.

Beyond his professional roles, he is a vocal participant in civic affairs, championing transparency, public safety, transportation improvements and accountable governance. His community impact earned him recognition as one of Salem’s “Pillars of Progress.”

Serving on the Commission

When there are vacancies, the Constitution and Commissions Secretariat invites expressions of interest. The most recent call asked for people who:

  • are Montserratian, resident on island or in the diaspora;
  • have at least five years’ professional experience in public service, private practice or civil society;
  • know the Montserrat Constitution Order 2010 and the Complaints Commission Act;
  • can make fair, objective and well-reasoned decisions, and work as part of a team.

A person cannot be appointed if they are a public officer, would be disqualified from membership of the Legislative Assembly, or in the previous three years have been a public officer or held office in a political party.
